As an Open Access, Wholesale only Fibre-to-the-Premises network operator Opticomm relies on Retail Service Providers to deliver services to end-users. This business model, which was created in Australia by Opticomm, is now the same model used by NBN Co for the National Broadband Network.

Before each Retail Service Provider can deliver services over the Opticomm network, they must go through a comprehensive testing programme to ensure the services they offer are robust and meet all the regulatory requirements set out by the Australian Communications and Media Authority. Its also a two way street in that the Retail also learns alot about our network and the capabilities it has to deliver their more advanced services. The end result is both Opticomm and the Retail have complete confidence in each other's network to deliver quality services to the consumer.
